Document authorities in Pakistan follow a fixed order. Each stamp is the input to the next one.
| Document | First authority | Then | Notes |
|---|---|---|---|
| Matric and intermediate certificates (BISE) | Your education board verification, then IBCC countersigning | MOFA apostille if the destination requires it | IBCC is the Inter Board Committee of Chairmen |
| University degrees, transcripts, provisional certificates | HEC Degree Attestation System (online) | MOFA apostille | Rs 3,000 per document, paid through 1-Link (1-Bill) |
| Medical degrees | HEC and the Ministry of National Health Services | MOFA | PM&DC registration card is uploaded where asked |
| O and A Level results (for Pakistani study) | IBCC equivalence | MOFA if needed | Equivalence is for foreign qualifications used inside Pakistan |
| Technical certificates | Local technical board and NAVTTC | MOFA | From the MOFA checklist |
| Birth, marriage, family registration, police character certificate | NADRA, district police or issuing body | MOFA | Translations may be needed |
HEC e-attestation: what changed in 2026
- HEC’s fully online, paperless Degree Attestation System began on 11 May 2026 and accepts applications 24/7 through the HEC e-Services portal.
- You no longer visit an HEC office or courier originals. Attested certificates are issued electronically.
- Applications made under the old “By Courier” or “Walk-In/Urgent” routes without a paid fee were cancelled on the changeover date and needed to be filed again.
- The fee is Rs 3,000 per document. A wrong selection is not refunded or transferred.
- Payment generates a consumer number that you pay through online banking, then you click Verify Payment in your account.
MOFA apostille and embassy legalisation
Pakistan joined the Hague Apostille Convention on 9 March 2023. For destinations that are also members, an apostille from the Ministry of Foreign Affairs replaces embassy legalisation. Countries outside the Convention may still ask for the embassy chain. Confirm with the university or visa office which form they want before you pay.
MOFA’s checklist lists the educational documents that must first carry IBCC or HEC stamps, and it lists other papers it attests, including birth and marriage certificates and police character certificates.
Sponsor and funds papers
Visa officers check where the money comes from as well as how much there is. Prepare the paper trail before you deposit anything.
- Bank statements in the account holder’s name, for the period the country requires
- Relationship proof between sponsor and student: birth certificate, B-form or family registration certificate
- Sponsor’s income evidence: salary slips, NTN and tax returns, business registration
- Property or asset documents where you show them
- A sponsor letter or affidavit of support, worded to match the country’s form
- Education loan sanction letter where relevant. See education loan
Errors that cause delay
- Name spelled differently on passport, CNIC, certificates and bank papers
- Different date formats across documents
- Uploading a low-resolution or cropped scan
- Attesting documents before confirming whether the authority wants them
- Using an uncertified translation
- Paying an agent to “arrange” attestation without seeing the HEC or MOFA receipt
Frequently asked questions
Do I need HEC attestation to apply to a foreign university?
Usually not at application stage. Universities often accept clear scans first, then ask for verified copies at enrolment or visa stage. Ask the admissions office what they need and when.
How long does HEC attestation take now?
Processing times are set by HEC and change. The online system is designed to be faster than the old courier route. Check your portal status for the current estimate.
What is the difference between attestation and apostille?
Attestation confirms a document is genuine within Pakistan, for example by HEC or IBCC. An apostille from MOFA is an international stamp that other Hague Convention countries accept without embassy legalisation.
Can I attest documents from abroad?
HEC states that its online system serves students in Pakistan and abroad. Apostille and embassy steps depend on where you are. Check the current guidance.
Does every country accept an apostille from Pakistan?
Not automatically. Only countries that are parties to the Convention, and only for documents they accept that way. Ask the receiving authority.
